The Romanian Ministry of Energy has published a draft law on the development of wind farms in the Black Sea, BalkanEngineer.com has learned from Romania-insider.com. The purpose of the law is to reach 3 GW of installed capacity in the Black Sea by supporting projects with so-called contracts for difference (CfD), which will provide investors with predictability regarding their future income.
The wind farms will only be installed in the areas designated by the Romanian authorities, once an offshore wind energy plan has been drawn up, which includes the technical data and environmental requirements.
The units will be leased out after the transmission grid operator ensures that the energy produced by offshore wind farms is taken up efficiently and at the lowest cost in terms of connection and grid charges.
The survey of the concession perimeters will be carried out on the basis of a permit issued by the Ministry of Energy upon conclusion of the concession contract, in accordance with the regulations. The exploration permit is issued for a maximum period of two years, with a maximum right of extension of one year and an appropriate financial guarantee for good quality performance and environmental restoration.
