The document was signed on 29th March 2019 in Bucharest at the joint meeting of the High-Level Cooperation Council of the two countries by Emil Karanikolov, Minister of Economy of Bulgaria and his Romanian counterpart, Stefan-Radu Oprea – Minister for Business Environment, Commerce and Entrepreneurship.
