According to the official statement, the initiative is part of the Albanian government’s broader strategy for the digitization and modernization of the economy. The program focuses on building capacity in the field of quantum computing, which is a key element for the development of complex algorithms, next-generation cybersecurity, and precision data analysis.

The Ministry of Economy and Innovation plans to work closely with academia and international technology partners to provide the necessary infrastructure and expertise. The country’s goal is to position itself as a hub for high-tech research while supporting the development of local startups and high-value-added projects. This move is seen as a strategic step that will allow Albania to integrate innovative solutions into the public and private sectors, providing a competitive advantage at the regional level. A legal framework and pilot projects are also in the works, through which the private sector and academia will gain access to specialized infrastructure.
