Albania approves new solar farms in Gramsh and Devol and increases the capacity of a solar power plant in Fier

The Albanian Council of Ministers has approved a package of decisions aimed at significantly expanding the country’s capacity to generate energy from renewable sources, BalkanEngineer.com learned from an official statement by the Albanian Telegraph Agency (ATA). The government decrees give the green light for the construction of two new photovoltaic power plants in the municipalities of Gramsh and Devol, as well as for a large-scale increase in the capacity of an already approved solar project in the municipality of Fier.

The first new project will be implemented in the municipality of Devol, Korçë County, by the company Devolli Sunpower. It involves the construction of a photovoltaic power plant with an installed capacity of 15 MW. The second solar park will be located in the municipality of Gramsh, Elbasan County, with One Solar serving as the contractor, and will have a capacity of 11.5 MW. Both projects have a construction and commissioning period of 36 months, and their operational period is set at 49 years. The investments are not subject to a state concession and will not benefit from support measures. Investors are required to provide a contractual guarantee amounting to at least 5% of the project’s value, comply with strict environmental standards, and pay a royalty to the state budget equal to 2% of their annual production.

In parallel with the new permits, the Albanian government also approved a key change for the Blue 2 photovoltaic power plant, located in the Shek-Marinas area of the Fier municipality. The project, which launched in 2021, has been granted permission to drastically increase its installed capacity to 100 MW. This plant will also operate entirely on a market basis without any state support measures.
