Romania and Georgia accelerate the development of the underwater network for the transmission of electricity in the Black Sea

Romanian transmission system operator Transelectrica and Georgia State Electric System (GSE) have officially signed a Memorandum of Understanding aimed at accelerating the Black Sea submarine cable project. The document establishes a framework for close cooperation in coordinating technical studies, marine surveys, and socio-environmental assessments of the future high-voltage direct current (HVDC) power line, BalkanEngineer.com learned from a GSE statement.

The signing of the memorandum marks the transition of the project to a new phase, after it has already passed the study stage. In December 2025, the initiative was included in the European Union's list of projects of mutual interest (PMI) and is part of the ten-year development plan for the European network ENTSO-E. The infrastructure project is at the heart of the Strategic Partnership on Green Energy signed between the governments of Azerbaijan, Georgia, Romania, and Hungary in 2022.
The implementation of this "green energy corridor" aims to diversify supply routes and integrate renewable sources from the Caspian Sea region into the EU single market. To this end, a joint venture between Transelectrica, AzerEnerji, GSE, and Hungary's MVM was registered in Romania last year.
